同语是一个民间非营利组织,成立于2005年1月。同语关注中国在性倾向、性别身份与性别表达上遭受歧视和暴力的群体,旨在通过社群培力、援助服务、公众教育和政策倡导,推动公众对多元性别的认知,消除歧视和暴力,争取平等权益。

About Us
Common Language is a non-profit, non-governmental organization founded in January 2005. Common Language focuses on Chinese communities suffering from discrimination and violence based on sexual orientation, sexual identity and expression (SOGIE), advocating for equal rights, public awareness, and combating violence and discrimination through community empowerment, direct aid services, public education, and policy advocacy.

Highlights of the Year
With your support, we are now in our 13th year of advocating for LGBTI rights.
In over 13 cities/regions nationwide, we worked collectively to change the lives of LGBTI individuals.
We partnered with more than 30 partner organizations to deliver LGBTI projects to catalyze change.
We organized more than 320 activities nationwide.
More than 20 interns and volunteers contributed their time and energy to create change with us.

社群意识提升和赋能活动,包括沙龙、工作坊、线上课程、传播等等,目的是让更多LGBT人群了解家庭暴力知识,知道如何预防和制止/求助;提升社群反抗暴力的能力;
Community awareness-raising and empowerment activities, including workshops, online courses, and content production, to raise awareness about domestic violence, and build capacity towards violence prevention and intervention.

2.同伴支持小组,也称“成长小组”,让有受暴相关经历的LGBT人群相互支持和成长,走出暴力;

3.家暴咨询和个案服务,社工提供一对一的专业咨询、个案服务,与求助者共同制定安全计划等;
Case management, providing one-on-one social work support to survivors to remove them from domestic violence situations.

4.直接服务者培训,让直接服务于社群的心理咨询师、社工、律师、妇联工作人员等了解LGBT人群家暴现状特点等,使其提供更高效、无偏见的服务;
Training for direct service providers, building capacity of mainstream service providers such as social workers, therapists, lawyers, and Women’s Federation officers to professionally handle LGBTI domestic violence cases without discrimination and stigma.

“心里面,还是感到了温暖和接纳”——一位父亲的来信
2016年10月的一天晚上,孩子把我拉到电脑前,输入「性别焦虑」几个字,然后故作轻松地说,你看看这个,我就是这样。
这一天开始,我们家的生活完全不一样了。我和孩子妈妈一起,带着孩子,先后来到市里的医院、省里的医院、北京的医院、上海的医院。
我期望能够找到可以寻求帮助的地方。终于,我发现了彩虹暴力终结所,我打去电话,说着孩子的情况,夹杂着慌乱、恐惧和不安,希望电话那头的那个声音告诉我:你是对的,孩子是错的,我们了解一切,我们可以解决一切问题……
通话、微信联系……天长日久,我的焦虑终于慢慢缓解下来……我们相约,合适的时候,带着孩子,当面聊天。虽然到现在也没有成行,心里面,还是感到了温暖和接纳。
“Feeling of Warmth and Acceptance” – A letter from a father
In October 2016, my child brought me to the computer, and entered “gender dysphoria” into the search engine, and told me that’s what they identified as.
From that day, our family was turned upside down.My wife and I took our child to hospitals in our city, in the provincial capital, in Beijing, and in Shanghai.
I searched and searched online, looking for somewhere I can get help. Finally, I found the Rainbow Anti-GBV Center…I called, and met a social worker at the Center. I told her about my child, hoping that at the other end of the telephone, she would tell me that I was right, my child was wrong, and everything could be fixed…
Over phone calls and WeChat conversations… I gradually let go of my anxiety. We agreed that when the time is right, I would bring my child into the Center for a visit. Even though that hasn’t happened, I still feel warmth and acceptance inside.
“后来,我们学会了相互说抱歉”
我和父亲互相反感,也没有想着去调整和沟通。我不知道爸爸因为我姐姐结婚的事情压力很大,他脾气特别大,一不小心就会起冲突。
现在我能有一点点理解父母了吧,对和他们的关系有了新的认知,我和他们的沟通依然很少,但成长小组后我们会互相道歉了,有时候想起以前的事我还会跟爸爸说抱歉,我爸爸也会关心我,会提醒我天气变化。
我以前非常固执,喜欢冷暴力,有什么心事不会讲,现在会直说喜欢或者不喜欢,会关注自己的情绪了。
“Finally Learning To Apologize”
My father and I resented each other, and we made very little effort to communication. I did know that my father was under a lot of pressure because of my sister’s wedding. He had a bad temper, and we fought constantly.
Now I understand my parents a little bit better, and have a new understanding of my relationship with them. We still don’t talk very often, but we’ve finally learnt to apologize to each other. Sometimes I would apologize for things I did in the past, and my father would call me more often, sometimes just to remind me of the changes in weather.
I used to be very stubborn,and I liked giving the silent treatment. I never told anyone how I was feeling. Now I can express my feelings better. And now I can process my emotions better.

目标
Goal
为因性倾向、性别认同或性别表达遭受歧视和暴力的人士提供法律服务。增强民间组织的法律意识和倡导能力,参与法律政策的制定和修改,推动性和性别少数人士获得法律上的平等对待。
To provide legal services for individuals who are suffering from violence and discrimination based on their sexual orientation, gender identity, and gender expressions. To strengthen legal awareness of the LGBTI community, as well as build capacity for legal advocacy, including participation in policy development and advocating for equal legal rights of LGBTI individuals.

法律政策倡导:通过行动导向的研究、影响性诉讼、倡导行动等手法推动法律政策的制定和修改,促进性和性别少数人士获得法律上的平等对待。
Legal advocacy: to propel inclusive policy development and advocate for equal legal rights of LGBTI individuals through research, impact litigation, and direct advocacy.
1.法律研究:完成《国内非婚女性生育状况调查报告》、《校园性别暴力研究》、《性别认同的法律承认》等报告,涉及生育权、校园霸凌、跨性别等议题。《就业中的性别认同歧视域外案例研究及启示》被收入法律出版社《反歧视评论》第4辑。除此之外,《公民社会组织立法参与研究》和《多元性别影响性诉讼研究》也正在进行中,这两个研究将为日后多元性别组织参与法律倡导行动提供有价值的参考。
Legal research: completed “Non-marital Reproductive Rights Research Report”, “Gender-based School Violence Research Report”, “Legal Gender Recognition Research Report”among others, covering reproductive rights, school violence, and transgender rights. “Gender Identity Discrimination in Employment: Foreign Case Studies and Insight”has been selected for publication by “Anti-Discrimination Review’s fourth volume. Furthermore, “Civil Society Engagement in Legislative Advocacy Research” and “LGBTI Impact Litigation Research” are well underway, and will serve as valuable reference for LGBTI advocacy in the future.
2.影响性诉讼:跟进和支持中国首例跨性别就业歧视案,该案一般人格权纠纷案在2017年4月开庭,7月获得胜诉判决。这是中国首例获得一般人格权纠纷胜诉的多元性别就业歧视类案件。支持广东首例HIV携带者就业歧视案,通过专家研讨会等方式为案件提供专家资源的链接。
Impact Litigation: Coordinate and support China’s first transgender employment discrimination case. The personal rights violation suit was heard in court in April 2017, and received a victorious verdict in July 2017. This was the first personal rights violation victory in a sexual and gender diversity discrimination case. We also supported Guangdong’s first HIV-related employment discrimination case, convening an experts’ counsel panel and facilitating connections to key experts.

3.倡导行动:参与2017年全国两会“防治校园性别暴力”、“增设就业歧视案由”和“制定反家暴法实施细则”的倡导行动。2月举办年度多元性别平等法律研讨会,为多元性别组织、专业法律人和专家提供后续倡导的合作平台。12月举办立法参与工作坊,促成民间社会组织之间的合作,共同推动后续倡导行动。
Advocacy Action: Participated in 2017’s National People’s Congress “Preventing Gender-based School Violence”, “Adding Clause of Discrimination to Employment Discrimination” and “Drafting Anti-Domestic Violence Specific Clauses”actions. Convened the Annual SOGIE Rights Legal Symposium in February, building a platform to connect legal experts, legal professionals, and LGBTI communities. Organized the Legislative Advocacy Engagement Workshop in December, fostering coalition-building amongst civil society organizations for joint advocacy efforts.

Group Discussion During the Legislative Advocacy Engagement Workshop
法律服务:为多元性别群体提供因性倾向、性别表达和性别认同而引起的校园欺凌、就业歧视、婚姻与财产、生育与收养等问题的法律咨询、律师转介、法律援助。自6月法律服务开通至今,共收到104例一般性法律咨询,9例一对一法律咨询;为4位求助者提供律师转介服务;为2例案件提供法律援助。
Legal Services: Providing legal aid, counselling, and referrals to individuals facing SOGIE-based school violence, employment discrimination, marriage and personal property, reproductive rights and adoption. Since the service’s opening in June 2017, we have received 104 cases of general legal counselling, nine cases of one-on-one legal counselling, four referrals to lawyers, and two cases of legal aid.

社群赋能:由律师和专业法律人为多元性别社群进行普法活动,提高社群的法律意识,增强社群使用法律手段维权的能力。4月至8月间开展了三场线下法律赋能活动,形式包括模拟法庭和法律沙龙,主题涉及多元性别法律问题的方方面面;9月举办“被强制医疗”主题的多元性别普法在线小课堂1场。上述活动现场参与人数约110人;网络直播参与人数约3600人。
Community Empowerment: Basic legal knowledge capacity-building for community members by lawyers and legal professionals aimed at empowerment LGBTI community members to heighten legal awareness. Three offline empowerment activities were carried out between April and August, including moot court and legal knowledge workshops, covering a range of SOGIE-relevant legal issues. A “forced committal to medical institutions” special online livestream was held in September. In all of the above activities, 110 people joined offline, while more than 3600 people joined online through livestreaming.

法律人培养:增强公益法律人和青年法律人为性和性别少数人士提供法律服务的能力,推动其积极参与性和性别少数人士平权行动。
Legal Professional Capacity Building: Strengthen pro bono lawyer and young legal professional’s capacity and interest in serving the LGBTI community, encouraging these professionals to join the fight for equal rights.
1)法律人培训交流研讨:8月举办律师交流会活动,在包括多位律师在内的26名参与者与中国首例跨性别就业歧视案当事人、律师和专家辅助人就案件进行了深入交流和探讨。11月参与“高校教师平等与反歧视培训研讨会”,与30多位高校法学教师分享多元性别知识。
Legal Professional Development Activities: The lawyer meet-up in August had more than 26 participants to dialogue with the plaintiff, lead counsel, and expert witness of China’s first transgender employment discrimination case. In November, during the University Faculty Against Discrimination Conference, Common Language shared sexual and gender diversity knowledge with more than 30 law school faculty members.

3)青年法律人培养:4月在政法类高校中举办模拟法庭活动,11月两次前往高校发学生课堂进行多元性别法律知识的分享和普及,吸引百余学生参与。这些活动提升了青年法律人对多元性别议题的兴趣,增长了其多元性别知识。12月始开始筹备“镇小律青年法律人诊所式养成计划”,为青年法律人提供参与多元性别平等工作的实践机会。为培养未来热心多元性别平等事业的公益法律人奠定了基础。
Young Legal Professionals’ Development: Moot court sessions were held in law schools starting in April, and classroom lectures on SOGIE legal rights in November attracted more than 100 students. These activities encourage young legal professionals to take up SOGIE legal rights advocacy. A new program targeted at grooming young legal professionals for pro bono service in SOGIE legal rights was launched in December.

Our Work
2017年我们第一次采用“社群发展与组织建设”相结合的资助模式,支持北京、贵州、苏州三个组织开展包括针对机构内部志愿者的培训,面向社群的线下沙龙、线上直播等方式的44场活动,直接影响292人次,间接影响13600人次。
In 2017, we started our inaugural attempt at combining community development and organizational development in our small grants, support Beijing, Guizhou, and Suzhou’s project plans, including internal trainings and public activities, resulting in 44 activities, directly impacting 292 persons, and indirectly impacting 13600 persons.

贵州区域营的在地开展挖掘培养了当地社群积极分子,培训后续产出3个小额资助主题涉及性少数反家暴主题,跨性别议题等,均为贵州区域营的参与者讨论策划并执行的。
The Regional Seed Camp in Guizhou discovered many local activists, and created three small grant projects focusing on domestic violence and transgender rights.
本次区域营前期进行9次培训筹备的辅导,顺利完成了区域营的培训内容,在辅导过程中举办地小组的成员表示这种跟进辅导让她们更多了解了怎么筹备一个区域培训,为日后持续举办相关活动提供了经验,并且集体辅导的方式使得核心成员的参与度大大提高。小组负责人C先生(是同语2016年骨干培养计划第一期的毕业生)在参与营队内容策划期学习到了工作坊的设计以及协作技巧,并实际运用到培训中,访谈中C先生表示第一次使用参与式的培训方式,通过参与者的积极反馈ta觉得学到很多东西可以用到之后的小组志愿者培训中。
This Regional Seed Camp was the result of nine sessions of focused coaching, and host organization members commented that these coaching sessions prepared them for organizing a regional training, and also built the foundation for future activities. The leader of the host organization, Mr. C (one of the first fellows in the LBT Community Leadership Cohort from 2016) used skills learnt from coaching sessions in his facilitation during the Regional Seed Camp.

2017年517主题日行动小额资助共支持了包括安徽皖爱、北京女同志中心、厦门绍特、山东女言、贵州黔程5个组织的8个项目11场活动。直接影响人数约300人次,间接影响1760人次。参与者在各涉及性少数生存和权益的议题方面均表示意识有所提升,知识有所了解。涉及内容包括:婚姻家庭、性别暴力、街头被看见社会空间扩展、农村拉拉、跨性别等各种主题内容。
2017’s IDAHOT Theme Day small grants supported 11 activities from five organizations nationwide, directly impacting 300 persons and indirectly impacting 1760 persons. Participants demonstrated heightened awareness in a myriad of issues covered in these activities, including relationships and family, gender-based violence, awareness-raising skills, and rural LBT visibility.
